Introduction
This paper explores recent evaluation being conducted in Leeuwarden en Groningen, two capitals in the northern provinces of the Netherlands. Recent renewal plans have been evaluated on aspects like clearness of vision, flexibility, integrated approach, consistency and degree of support of the parties involved. The inhabitants of the neighbourhoods, who – due to renewal activities - were obliged to move from their rented houses, have been questioned about their experiences. How did the landlords (the housing associations) and the local authorities treat the movers? Was the information and social guidance to their satisfaction and how is the quality of their new dwelling compared with the old one? The purpose of this paper is to discuss these questions and – in particular – the answers. This evaluation is to some extent an experiment and it can be seen as a regional forerunner of a coming broad evaluation of urban renewal policies in TheNetherlands. Nowadays, all cities are working on a new monitoring system for
